EU PPWR Enforces Full FIBC Industrial Packaging Compliance Starting August 12, 2026

The European Union's updated Packaging and Packaging Waste Regulation (PPWR) officially takes full enforcement on August 12, 2026, launching the first unified mandatory compliance framework specifically for industrial FIBC bulk bags and disposable PE inner liners. For the first time, EU regulatory authorities classify ordinary industrial jumbo bags as "controlled industrial packaging" instead of exempt logistics accessories, raising brand-new entry thresholds for global FIBC exporters.
According to the latest interpretation released by Kanetora Industrial Packaging on July 22, 2026, the core update of the new rule is no longer focusing only on product physical performance such as tensile strength or safety factor, but comprehensively supervisingmaterial composition, recyclability verification, recycled content ratio and complete lifecycle traceability of all FIBC products entering the EU market.
Both single-trip and multi-trip FIBCs, as well as matched PE inner liners used for mineral, chemical, grain and construction material transportation are fully included in the PPWR supervision scope. All overseas suppliers must provide standardized compliance dossiers, including material component test reports, recyclability evaluation certificates and packaging waste disposal statements. Shipments without complete documentation will face customs detention, return or additional environmental administrative fines.
The regulation strongly encourages mono-material FIBC structure and restricts excessive composite auxiliary materials. Traditional FIBCs mixed with adhesive films, multi-type chemical coatings and non-PP heterogeneous accessories are classified as "hard-to-recycle packaging", which will face quantity restrictions and higher EPR recycling fees in the EU market.
Industry analysts indicate that the 2026 PPWR upgrade completely changes EU FIBC procurement logic. European importers have begun to prioritize suppliers with complete material audit systems and standardized compliance documents, rather than simply evaluating price and load-bearing performance. Factories that fail to adapt to the new rules will gradually exit the EU bulk packaging supply chain in the second half of 2026.
